I believe she's not so much referring to the fact that people are either wearing a mask or not wearing it. It's more having to do with the attitude around being asked to wear one. The eye-rolling, sighing or outright anger. This really speaks to the idea that they have never been denied entry to a space and that they feel entitled to enter without a mask.
